Hostile FCPS Work Environment – Even for a School Board Member’s Spouse

Patch.com ran such a great article today about Steve Greenberg’s speech to the School Board last night that I’m printing it in full here.  Steve is the president of the Fairfax County Federation of Teachers.  His outreach and dedication to his teacher colleagues show he has the true pulse of a good percentage of teachers who work for FCPS.

We already knew the discipline process was hostile.  So too, apparently, is the FCPS workplace.

School Board elections are in less than three weeks.  Your choices for School Board are more important than ever!  FCPS can only see real change if voters clean house and clean up the culture of how teachers, parents and students are treated.

Say NO to long-term incumbents like Strauss, Moon, Smith and Storck.  Take the lead from the teachers – make your voice heard at the ballot box on Nov. 8th!

 

Teachers To School Board: ‘Our Members Will Be Heard One Way Or Another’

President of Fairfax County teachers union says bad climate intimidates and bullies teachers, discourages feedback

By Erica R. HendryOctober 20, 2011 – A teachers’ union representing thousands of Fairfax County Public School teachers says its members are afraid to offer input or speak out about classroom or curriculum changes.

But intimidation and bullying of teachers at certain schools from FCPS administrators are not new issues, the union says.

Stephen Greenburg, president of the Fairfax County Federation of Teachers, said the climate in schools across the county has been deteriorating for a decade, and despite several attempts to create an ongoing dialogue about the issue, it hasn’t improved.

“Many teachers in this system are afraid to speak out for fear of retribution. Whether their fears are founded in reality or simply perceived, the fact they feel that way is not healthy,” Greenburg said in a speech to school board members Thursday night, adding “the attitude of ‘keep quiet and do your job, unless you want me to find someone else to do it in your place’ must end.”

The issue also came to light at a school board candidates’ forum last Saturday, during which School Board Member Dan Storck said his wife, employed by FCPS, doesn’t feel comfortable giving input in her environment, according to Greenburg and parents at the forum.

“This dynamic is real, and it’s out there,” Greenburg said.

Greenburg said the recent promotion of Phyllis Pajardo to Assistant Superintendent of Human Resources is  “a good first step in eliminating this culture of intimidation, one that had been established by her predecessor,” and his members have already seen positive changes in how the department handles employee issues.

“She is fair and consistent so far, and her approach is much appreciated,” Greenburg said. “She is the kind of person that can change [this culture].”

The issue plays into a long-standing request from FCFT and the county’s other teachers union, Fairfax Education Association, for more communication with the board and a consistent, open, ongoing avenue for dialogue.

In January, Greenburg and FEA President Michael Hairston told the board teachers were overloaded, overworked and burdened by administrative and technology demands in their classrooms, saying “morale is at an all-time low.”

At that meeting, during which the board approved student achievement goals for math, science and technology,Greenburg told the board that a key piece of data — teacher input — was missing from the goals. The goals did not include any current information about the success or downfalls of instruction and curriculum in the classroom, he said.

Since then, the unions have asked for dedicated monthly meetings with a committee of school board members, similar to how the board meets with other groups and advisory councils.

While Superintendent Jack Dale has since invited the board chair to sit in on his meetings with the unions, Greenburg said, a way for the unions to consistently communicate directly with the board has yet to be established.

Such a meeting could help school board members ask for teacher input, and also allow the unions to bring teacher issues forward — in theory, Greenburg said, addressing the ‘climate of intimidation’ before it escalated to the atmosphere that exists today.

More Teacher Endorsements That Are “OVER” the Moon!

The Fairfax County Federation of Teachers (FCFT) announced their endorsements for School Board today – and when I tell you they are “OVER” the Moon – I mean it.  They really are “OVER” Moon!    Yahoo!

12-year incumbent and School Board Vice-Chairman Ilryong Moon (At-Large)  was not endorsed by FCFT.

Who else is FCFT “over” and not endorsing?   School Board Chairman and 18-year incumbent Janie Strauss (Dranesville)  and the direct past-School Board Chairman Kathy Smith (Sully).  Make that ZERO teacher endorsements for both Strauss and Smith.  The Fairfax Education Association didn’t endorse them either when FEA issued its endorsements nearly two weeks ago.

I love this.  It’s “Political Bulimia” without the bingeing – just purge, purge, purge.  Out with incumbents who no longer bring added value — in with candidates who do.

Good for you FCFT!

Bravo to the teachers of Fairfax County who studied the candidates, their voting records, their words and actions – and THEN made their endorsements.

Parents, Teachers & Five-Year Old Lobbyists

The Board of Supervisors held their first night of public hearings Tuesday night.  Adorable four and five-year olds were  in the audience with their parents and teachers advocating for increased education funding and teacher pay raises.

My remarks to Supervisors focused on the fact that FCPS should scrap their budget and re-build it.  We deserve a budget that focuses on the community’s priorities first – not administrative spending.  Here is my speech:

Hello.  My name is Catherine Lorenze.  I am a co-founder of the Fairfax Education Coalition and FAIRGRADE and author of the Red Apple Mom blog. I am speaking for myself tonight – as the mother of three children.

When the School Board passed their budget last month, Member Patty Reed said it was “unrealistic.”  Tina Hone called FCPS’ budget “a myth.”  Member Jim Raney commented that perhaps the budget should be scrapped and rebuilt from scratch.

A lot of promises have been made on FDK and staff raises.

Now you must decide if FCPS’ promises are your responsibility to solve.

Please look at the funding statement located on page 147 of FCPS’ advertised budget that I have attached.  This statement shows a nearly $48 million reserve.

I hope you’ll ask serious questions about why FCPS is carrying over tens of millions of dollars going into next year.  Why were those funds not used this year to meet critical priorities?   Money sitting in a pot doesn’t serve the interests of school children and teachers.

I can’t help but wonder if FCPS is giving the community and you all the facts about this budget.  I attended the meeting between your two boards a couple of weeks ago.  When discussing the FDK issue, Supervisor Hudgins specifically asked school officials if any other programs had been implemented or expanded during the time FDK implementation was halted.  They answered no.  In fact, while FDK languished – the School Board voted to expand the Foreign Language in the Elementary Schools Program.  And last year, they implemented a new program called the Priority Schools Initiative.

I agree with School Board member Jim Raney’s suggestion.  FCPS should scrap this budget and re-build it based on the public’s priorities which include FDK, teacher pay and importantly – lowering class size.   Last year, our school had a sixth grade class with 39 students.  This year, my son’s 5th grade class at Spring Hill Elementary currently has 35 students.  It has the feel of a poultry farm.  When it gets hot and stuffy, it smells like a poultry farm too.

My request to take a picture of his crowded classroom was denied by my principal.  However, I have attached a photo from nearby Churchill Elementary School that continues to also experience ridiculously large class sizes.

Regrettably, FCPS has allowed a subset of children in this county to shoulder the burden of budget cuts by way of super-sized class sizes.  This is simply unfair.

Please remember this when considering the FCPS budget transfer:   children and teachers deserve a budget that is focused on them and their needs first – not on Gatehouse staff whose work has minimal impact on my children and their teachers.

If kids are the priority FCPS claims them to be – then FCPS should reflect that in their budget priorities with reasonable class size and FDK.  FCPS should put their money where their mouth is, rather than making you absolve them of their fiduciary responsibility as recipients of 54% of the county budget.
